Is a paper reel safe merely because the trailer has strong curtains?
No. DVSA says paper reels need a suitable securing arrangement; an XL body cannot provide the primary system without positive fit. Agree the load and vehicle restraint design with the operator, including how the reels will remain controlled during unloading.
